The Parnell Memorial Library Community Meeting Room is available for public rental. Applications and the full community room rental policy are available from the library. The below information is for informational purposes only and does not guarantee acceptance of application.

Parnell Memorial Library Community Room/Kitchen/Patio Rental Procedures


Use of the community room is subject to the rules and regulations established by the Montevallo Library Board.

 

The primary purpose of the Library community meeting rooms is to serve the needs of library-sponsored programs and services, and such functions shall always have priority.  Otherwise, priority for use of the meeting rooms will be given to (1) other Boards related to the Library, such as Parnell Memorial Library Foundation, (2) City of Montevallo meetings or functions, and (3) Montevallo civic organizations.

 

  1. The Community Room is available for use by groups and organizations that do not interfere with normal functions of the Library.

 

  1. Reservations for use of the Community Room during regular hours must be made one week in advance. Exceptions may be made at the discretion of the Library personnel.

 

  1. The Community Room/kitchen/patio may be rented for events that take place outside the Library’s regular operating hours upon receipt of an application, contract, and deposit. Reservations must be made with Library personnel at least fourteen (14) days in advance.

 

  1. Use of the Community Room is limited to Monday to Thursday 8 am to 9 pm, Friday and Saturday 8 am to 11 pm, and Sunday 8 am to 9 pm.

 

  1. No part of the library may be rented for personal gain with the following exceptions: authors may sell their books on library premises with the following provisions:

 

    1. The library staff will not be responsible for any exchange of money or handling sales.

    2. Prospective authors must agree to present a book talk, reading, or lecture, etc, in conjunction with the sale of book(s).

    3. These provisions also apply to musicians and/or artists using the meeting room for similar purposes.

 

  1. Neither the name nor address of the Parnell Memorial Library may be used as the official address or headquarters of an organization.

 

  1. Meetings must conclude and rooms vacated 15 minutes prior to library closing unless other arrangement have been made.

 

  1. Use of the community room for social gatherings during regular operating hours is not permitted. Social gatherings may rent the space outside of regular operating hours.

 

  1. Kitchen facilities include refrigerator, icemaker, and oven. The Library does NOT provide users with coffee, condiments, paper cups/plates, napkins, etc. Covered dishes or meals catered by licensed caterers shall be allowed. All small appliances and equipment should be turned off and unplugged.

 

  1. The group will be responsible for discipline and reasonable care of the room and furnishings and should pay for any damage to Library furnishings or equipment. Groups assume responsibility for any properties they may bring to the Library for use in connection with a meeting, all of which must be removed from the Library at the end of the meeting for which they are used.

 

  1. Youth groups (under the age of 18) may use the Community Room provided they are supervised by a ratio of one adult to five young people.

 

  1. Community Room users will comply with all health, firearm, and fire regulations. Use of tobacco is prohibited.

 

  1. The Library reserves the right to withdraw a previously approved meeting room reservation by written or verbal notification. When this is necessary, as much advance notice as possible will be given to the organization.

 

  1. The fact that the Library has considered and authorized the use of the meeting facilities does not constitute endorsement by the Library of points of view expressed by any group, organization or program participant.

 

  1. All trash, including trash resulting from the serving of refreshments, must be placed in the outside receptacles provided.

 

  1. By order of the City of Montevallo Fire Marshall, attendance and seating at meetings is limited to the room capacity (68). Seating and/or supplementary furniture is NOT allowed. Use of any appliance, equipment, or extension cord not provided by the Library is prohibited unless approved in advance.

 

  1. Keys to the Library or to any room within the Library shall not be given to any group.

 

  1. The Parnell Memorial Library Board is not responsible for accident, injury or loss of individual property which occurs during use of meeting rooms.

 

  1. The Parnell Memorial Library Board reserves the right to review this policy and make changes as they see fit.

 

  1. The group will be responsible for setting and maintaining the temperature of the community room. The thermostat box is located on the right-hand wall near the front of the room. At no point should the temperature be set below 68 degrees are above 78 degrees.

 

  1. Either Library staff or closing personnel with walk through the facility with the renter to determine the condition of the building for deposit return.

 

FEES

 

  1. A $100 security deposit is required at the time of reservation, paid at City Hall. The deposit will be returned if the Community Room is left in the same condition as found at the beginning of the meeting. Deposit refund will be issued by City Hall within 7-14 days following the event, providing there is no damage.

 

  1. Use of the Community Room for non-profit purposes during regular operating hours is free provided there is no food or drinks with the exception of bottled water. A $25 non-refundable food fee will be paid if food and drink are to be served.

 

  1. Use of the Community Room for commercial organizations during regular operating hours carries a rental fee of $60 per hour. A $25 non-refundable food fee will be paid if food and drink are to be served.

 

  1. Use of the Community Room outside of regular operating hours for non-profit groups carries a $30/hour rental fee and $100 non-refundable facility fee. There is a two hour minimum for rental outside of regular operating hours.

 

  1. Use of the Community Room outside of regular operating hours for commercial groups carries a $60/hour rental fee and $100 non-refundable facility fee. There is a two hour minimum for rental outside of regular operating hours.

 

  1. Use of the Community Room outside of regular operating hours for social gatherings carries a $30/hour rental fee and $100 non-refundable facility fee. There is a two hour minimum for rental outside of regular operating hours.

  1. As allowed by the Montevallo Code, beer, wine, and spirits containing 14% or less by weight of ethanol may be served and consumed (but not sold or removed therefrom in open containers) at a duly authorized and sponsored function in the new Parnell Memorial Library building during hours that the Library is not open. Any event serving alcohol will require both of the following:

    1. Security Deposit of $400 paid at City Hall at the time of reservation

    2. Services of an off duty uniformed City of Montevallo police officer at $50.00/hour.

  2. As per City of Montevallo policy, checks are not accepted.

  1. The Security Deposit will be refunded if the meeting facility is found to be in satisfactory condition following the event. If the facility is found to be in unsatisfactory condition, the deposit will be forfeited. Unsatisfactory conditions include but are not limited to stains, gum and/or burns on carpet; damaged walls or ceiling tiles; broken furniture and/or appliances. Deposit refund will be issued by City Hall within 7-14 days following the event.
